It is only five days to the first anniversary of the promulgation of the new constitution. The drafters of the constitution convinced kenyans to accept as part of the supreme law the now famous schedule five, to prevent the powers of the day from frustrating or refusing to implement what kenyans had chosen as their destiny. But with only 5 laws passed out of a possible 26 that were meant to be in place before this friday, the question then abounds as to whether the wheels of reform refused to move to kenyans’ expectations?
