President Yoweri Kaguta Museveni released his cabinet list on Tuesday June 8, 2021 as he sets to serve his sixth term as the President of Uganda.
In the announcement, there are new appointments, however, the most notable are the three women who will serve as firsts in the country’s governance history.
President Museveni appointed retired Major Jessica Alupo as his Vice President, Hon. Robinah Nabbanja as Prime Minister, and former Speaker of Parliament Hon. Rebecca Alitwala Kadaga as the 1st Deputy President.
This will be the first time the country has a woman Vice President and Prime Minister at the helm of government.
The new cabinet will have a total of 80 ministers with 30 as full ministers and 50 state ministers.
12 women are named as full ministers in the cabinet list representing 41% of the full ministers. There are also 22 women representing 44% of the total number of state ministers.
Jessica Alupo (Maj.Rtd) – Vice President
Hon. Jessica Alupo will be Uganda’s second female Vice President after Dr. Specioza Wandira Kazibwe (1994 to 2003).
She is an educator, politician and a former military officer. She has served in the cabinet of Uganda as minister of education since 2011.
Over the years, she has worked as a high school teacher and an instructor at Uganda Urban Warfare Training School, and as an intelligence officer at the Chieftaincy of Military Intelligence.
Hon. Alupo is making a comeback to politics after she lost her seat as the Katakwi district woman representative in the 2016 general elections. She started her political career in 2001 when she won the same position, and was re-elected in 2006.
Robinah Nabbanja – Prime Minister
Hon. Robinah Nabbanja, a teacher and politician, was the State Minister of Health (General Duties) since December 2019.
After Parliament approves her appointment, Hon. Nabbanja will be Uganda’s first female prime minister.
Other than her position in the cabinet, the 51-year-old also served as the Woman Representative from 2011 to 2016 and then the Member of Parliament for Kakumiro District Women Constituency in the 10th parliament (2016-2021).
Rebecca Alitwala Kadaga – The 1st Deputy Prime Minister of Uganda
Hon. Rebecca Kadaga joins the cabinet as the 1st Deputy Prime Minister and the minister for East African Community Affairs.
Hon Kadaga is a lawyer and politician who served as Uganda’s first woman Speaker in the history of the Parliament of Uganda. As the Speaker of Parliament of Uganda, she was the third in position in the hierarchy of National Leadership in Uganda after the President and the Vice President.
She was enrolled as an advocate in 1982 and she holds a Master’s Degree in Law from University of Zimbabwe. She is also the first woman to establish a law firm in the country in 1984.
She received the Golden Jubilee Award from the President of Uganda in 2013 and in 2014, she received the Grand Officer of the Republic of Benin from the President of Benin. This was in recognition of her work as a campaigner of women empowerment.
Hon Kadaga was also named in Avance Media’s inaugural list of 100 Most influential African Women in 2019.
