How Kindiki spent Sh426m in three months

The national government spent tens of billions of shillings in the first three months of the 2025/26 financial year, with the Office of the Deputy President alone using Sh425.8 million, according to the latest spending report by Controller of Budget Margaret Nyakang’o.

Her review of expenditure between July and September shows that salaries, security operations and recurrent costs continued to dominate public spending, even as key sectors such as education, health and internal security absorbed the bulk of the funds.

The Controller of Budget said that the Office of the Deputy President used Sh425.8 million, out of which Sh230.86 million went to salaries, Sh42.12 million to domestic travel, Sh1.72 million to foreign travel and Sh8.63 million to utilities, supplies and services.

She said that the Office of the Deputy President used Sh11.79 million on what was listed as other expenses, Sh6.56 million on rentals of produced assets, while Sh6.73 million went to communication, supplies and services.

Dr Nyakang’o said that Sh44.45 million went to hospitality, Sh1.7 million to specialised materials and supplies, Sh30.18 million to fuel, oil and lubricants, while Sh1 million went to social security benefits in the Office of the Deputy President.

“The Office of the Deputy President used Sh25.87 million for routine maintenance of motor vehicles, Sh7.49 million on office and general supplies and services, while Sh2.03 million went to the acquisition of non-financial assets,” said Nyakang’o.

The National Police Service spent Sh37 billion, with Sh22 billion going to salaries, Sh8.7 billion to insurance costs, Sh3.4 billion to what was listed as other expenses, Sh2.1 billion to specialised materials and supplies, while Sh264 million was used for fuel and lubricants.

The Controller of Budget pointed out that the National Intelligence Service used Sh16.3 billion during the three-month period from July 1 to September 30, with the expenditure not broken down due to its security nature.

The Ministry of Interior and National Administration used Sh26.2 billion, with the State Department for Internal Security and National Administration using Sh15.7 billion, the State Department of Correctional Services spending Sh8.5 billion, while the State Department of Immigration and Citizen Services used Sh2.5 billion.

The Ministry of Education used Sh68 billion, with the State Department for Basic Education using Sh29.2 billion, the State Department for Higher Education Sh33.8 billion, the State Department for Vocational and Technical Training Sh4.9 billion, while the State Department for Science, Innovation and Research used Sh165.83 million.

“The Ministry of Health used Sh21.1 billion, with the State Department for Medical Services using Sh13.5 billion, while the State Department for Public Health and Professional Standards used Sh7.6 billion during the three-month period,” said Dr Nyakang’o.

The Controller of Budget said that the National Treasury used Sh15 billion, while the State Department for Economic Planning used Sh735 million and the State Department for Public Investments and Assets Management spent Sh355 million.

The Office of the Prime Cabinet Secretary spent Sh102.5 million, while the State Department for Parliamentary Affairs under this office used Sh82.7 million, the State Department for Cabinet Affairs used Sh35 million and the State Department for National Government Coordination used Sh96.5 million.

The Ministry of Defence used Sh48.9 billion, with Sh48 billion for grants, Sh573.9 million going to salaries and Sh60 million used for other expenses.

In the Ministry of East African Community, Arid and Semi-Arid Lands and Regional Development, the State Department for Arid and Semi-Arid Lands and Regional Development used Sh1.8 billion, while the State Department of East African Community used Sh111.9 million.

In the Ministry of Roads and Transport, the State Department for Roads used Sh17.5 billion, while the State Department of Transport used Sh531 million and the State Department of Aviation and Aerospace Development spent Sh23.4 million.

In the Ministry of Labour and Social Protection, the State Department of Labour and Skills Development spent Sh370 million, while the State Department of Social Protection used Sh14.1 billion and the State Department of Children Services Sh2 billion.

In the Ministry of Cooperatives, Micro, Small and Medium Enterprises Development, the State Department of Cooperatives spent Sh344.7 million, while the State Department of Micro, Small and Medium Enterprises Development used Sh319 million.

In the Ministry of Tourism and Wildlife, the State Department of Tourism spent Sh213 million, while the State Department of Wildlife used Sh3.8 billion.

In the Ministry of Gender, Affirmative Action, Heritage and Culture, the State Department of Gender and Affirmative Action spent Sh211 million, while the State Department of Children Services spent Sh2 billion.

In the Ministry of Lands, Housing and Public Works, the State Department for Public Works used Sh697 million, the State Department for Housing and Urban Development used Sh810 million, while the State Department of Lands and Physical Planning used Sh1.08 billion.

In the Ministry of Information, Communication and Technology, the State Department of Broadcasting and Telecommunications used Sh1.03 billion, while the State Department for Information, Communication, Technology and the Digital Economy spent Sh808 million.

In the Ministry of Public Service and Human Capital Development, the State Department of Public Service spent Sh6.6 billion.

The Ministry of Foreign Affairs had the State Department of Foreign Affairs using Sh1.5 billion, while the State Department of Diaspora Affairs used Sh91.85 million.

In the Ministry of Agriculture, the State Department for Crop Development used Sh3.4 billion, while the State Department for Livestock Development used Sh1.1 billion.

In the Ministry of Energy and Petroleum, the State Department of Energy spent Sh2.7 billion, while the State Department of Petroleum used Sh261 million.

In the Ministry of Youth Affairs, Sports and the Creative Economy, the State Department for Youth Affairs and the Creative Economy used Sh592 million, while the State Department of Sports used Sh348 million.

In the Ministry of Environment, the State Department for Forestry used Sh1.9 billion, while the State Department for Environment and Climate Change used Sh512 million.

In the Ministry of Water, Sanitation and Irrigation, the State Department for Water and Sanitation used Sh1.8 billion, while the State Department of Irrigation spent Sh223 million.

In the Ministry of Trade, Investment and Industry, the State Department of Trade used Sh673 million, the State Department of Investment Promotion used Sh294 million, while the State Department of Industry used Sh690 million.

In the Ministry of Mining, Blue Economy and Maritime Affairs, the State Department of Mining spent Sh213 million, while the State Department of the Blue Economy used Sh562 million and the State Department of Shipping and Maritime Affairs used Sh452.6 million.

The Judiciary used Sh4.5 billion, the Ethics and Anti-Corruption Commission used Sh1.3 billion, the State Law Office used Sh870 million, while the State Department for Human Rights and Constitutional Affairs used Sh164 million.

The Teachers Service Commission used Sh96.1 billion, the National Assembly used Sh5.3 billion, the Senate used Sh1.8 billion, the Parliamentary Joint Services used Sh1.5 billion, while the Independent Electoral and Boundaries Commission used Sh782 million.

The Public Service Commission used Sh591 million, the Judicial Service Commission used Sh150 million, the Commission on Revenue Allocation used Sh308.94 million, the Salaries and Remuneration Commission used Sh85.7 million, while the National Gender and Equality Commission used Sh152 million.

The Office of the Auditor General used Sh1.8 billion, the Independent Policing Oversight Authority used Sh320 million, the Commission on Administrative Justice used Sh144.5 million, the Office of the Controller of Budget used Sh113.9 million, while the Kenya National Commission on Human Rights used Sh140 million.

The Office of the Director of Public Prosecutions used Sh1.23 billion, the National Land Commission spent Sh1.2 billion, the Office of the Registrar of Political Parties spent Sh605 million, while the Witness Protection Agency used Sh194.4 million.
