Wish to succeed Kinoti at DCI? Here are qualifications, salary, application deadline

After a four-year stay at the helm of the investigative agency, he exited under a cloud of disapproval by President William Ruto, who accused him of weaponising the war on graft and other crimes, especially during the run-up to the August 9, 2022 General Election.

Dr Ruto accused Kinoti of targeting leaders who were affiliated to him and opposed to Raila Odinga's presidential bid.

Odinga, the first runner-up in the presidential election, was Ruto's main rival in the Kenyatta-succession contest.

Kinoti served as Kenya's 15th DCI director, taking over from Ndegwa Muhoro, who had been at the helm of DCI for eight years, between 2010 and 2018.

Those interested in succeeding Kinoti, and taking office as Kenya's 16th DCI Director, must meet the following requirements set by the National Police Service Commission (NPSC):

1. A citizen of Kenya.
2. Holds a degree from a university recognised in Kenya.
3. Has had at least ten years' proven experience at management level of a public institution.
4. Has had a distinguished career in his or her field.
5. Has knowledge and experience in criminal investigation or policing.
6. Has proven relevant experience in any of the following fields: management, law, economics, change management, finance, governance, or public administration.
7. Meets the requirements of Chapter Six of the Constitution of Kenya 2010.

The NPSC says that interested applicants are expected to get clearance from the following bodies: Ethics and Anti-Corruption Commission (EACC), Kenya Revenue Authority (KRA), Higher Education Loans Board (HELB), Credit Reference Bureau (CRB) and Police clearance certificate from the DCI.

The duties and responsibilities of the DCI Director will include the following:

1. Be the Chief Executive Officer of the Directorate.
2. Implementing the decisions of the Inspector-General in respect of the Directorate.
3. Efficient administration of the Directorate.
4. Day-to-day administration and management of the affairs of the Directorate.
5. Effective and efficient administration and operations of the Directorate.
6. Providing strategic guidance and direction for the Directorate.
7. Preparing budget and planning for the Directorate.
8. Monitoring and evaluating the Directorate.
9. Undertaking supervision of the Directorate.
10. Co-ordinating training, research and development in the Directorate.
11. Providing internal oversight of the Directorate.
12. Improving transparency and accountability in the Directorate.
13. Co-operating and engaging in joint security operations with the Deputy Inspectors-General of both the Kenya Police Service and the Administration Police Service, other Government departments and security organs.
14. Ensuring the safety and security of the public;
15. Performing any other functions that may be assigned by the Inspector-General of Police under the National Police Service Act or any other law.

Salary

"The gross monthly salary and benefits attached to the position will be as determined by the Salaries and Remuneration Commission (SRC) vide Kenya Gazette No.8792 of July 27, 2022," said the NPSC in their job advertisement.

As per the said-Gazette Notice by SRC, the DCI chief earns a basic salary of Sh372,750, a House Allowance of Sh100,000 and a Salary Market Adjustment of Sh148,400, bringing the total gross monthly salary to Sh621,250.

"Each application should be accompanied by a detailed curriculum vita, copies of relevant academic and professional testimonials and other relevant supporting documents. Scanned copies of these documents must accompany an online application.

"All applications should be clearly marked: "Application for the position of Director of Criminal Investigations", and addressed to: The Chairperson National Police Service Commission; Sky Park Plaza, 5th Floor, Woodvale Close, Westlands; P.O Box 47363 - 00100, Nairobi," said the NPSC.

"Manual applications should be hand-delivered to the office of the Commission Secretary/Chief Executive Officer situated at 5th floor Skypark Plaza. Online applications should be e-mailed in PDF format to: [e-mail]," added the NPSC.

All applicants and those shortlisted will be published in the daily newspapers.

All applications should be received on or before midnight on Thursday, October 6, 2022.
