Well, there is talk that those who were not happy with the barring of PSVs from the city centre may have conspired to cause the gridlock.
On Monday evening, an influential man who owns a fleet of PSVs was overheard bragging that their plan of bringing the city to a standstill had worked.
He went ahead and revealed to his friend that the plan was to block exits of the main city roads to slow down movement.
Seeing the pictures of several personal vehicles clogging the main city highways on Monday, it seems the plan really worked!
