And tender goes to...: Ruto's family linked to Sh2.8 billion police uniform deal

More questions than answers surround the company at the centre of the new police uniform supply, after its listed Nairobi office could not be traced and its postal address was found to be shared with an established auditing firm and a property business linked to President William Ruto’s family.

Nalitex Limited, the company identified as the main supplier of the new police uniforms, was incorporated on May 3, 2024, barely two years before the new attire was unveiled by President Ruto at the Kenya Police Training College in Kiganjo.

Reports indicate that the government will spend Sh2.8 billion to dress 56,000 police officers, including Sh1.2 billion for working uniforms and Sh1.68 billion for ceremonial attire.

A company search by The Standard on the Business Registration Service on August 27, 2026, lists its registered office as Hifadhi House along ICD Road in Nairobi. But a visit by The Standard to Hifadhi House found no Nalitex office.

The offices operating from the building include NTSA, Kenya Law and a logistics company, raising the first question over the corporate footprint of a company now associated with a major government supply contract.

The same document identifies Selpha Chesimi Temoi as Nalitex Limited’s director and sole shareholder, giving her address as P.O. Box 142-50203, Kapsokwony.

Publicly available records identify a person with the same name as a Senior Teacher at Naisambu Primary School in Kiminini, Trans Nzoia County.

A recent list of school administrators identifies Miss Selpha Chesimi Temoi as a Senior Teacher at Naisambu Primary School.

Efforts by the Standard to establish whether the teacher is the same person listed as Nalitex’s sole shareholder were unsuccessful after we established that the said teacher had since been transferred to another school in Endebess.

An education official in Endebess confirmed that Temoi was transferred to Matumbei Primary School in 2024 but never reported to the station.

If she is indeed the proprietor in question, a bigger question emerges on how a primary school teacher became the sole shareholder and, within two years, found herself positioned to supply uniforms to one of Kenya’s largest public institutions.

But that’s not all; the details from the CR12, the company registration document, also reveal more questions on the company, with the postal address linking the company to other businesses and associates linked to the first family.

Nalitex’s address listed on the document is P.O. Box 7766-00200 City Square.

However, that same postal address has, for years, since 2009, been associated with Tela Alusala & Company, an audit firm founded by accountant Charles Tela Alusala.

It is also the postal address currently published by Urban Groove Apartments, a serviced-apartment business operating from Freedom Heights along Lang’ata Road.

Urban Groove’s own website lists its corporate office as P.O. Box 7766-00200 Nairobi. (urbangroove.co.ke)

Other businesses linked to the postal address include Mombasa Dolphin Resort Limited and Jamari Homes Limited.

But the bigger question is the link between Charles Tela Alusala, who shares an address with the company at the centre of the police uniform supply, and President William Ruto, with the two having been in business together for years.

Business Registration Services records cited by Business Daily show Alusala owns 130,000 shares, representing 10.83 per cent of Amaco Insurance.

The Ruto family’s investment vehicle, Yegen Farms, holds 190,000 shares, or 15.83 per cent, in the insurer.

Rachel Ruto and Charlene Ruto have been listed as shareholders of Yegen Farms.

Business Daily has also described Alusala as an accountant who handles the affairs of the President’s family in some of its companies.

Other corporate records and reporting have linked Alusala to Urban Groove, while public records have identified Rachel Ruto and Charlene Ruto as having interests in the company operating the serviced apartments.

Urban Groove currently advertises furnished apartments from its Lang’ata base and uses the same P.O. Box — 7766-00200 — that appears on Nalitex’s company record.

The address trail therefore connects three apparently different businesses: the police uniform supplier, the auditing firm and a property business associated in public records with the First Family.

There is, however, no evidence in the documents reviewed by The Standard that the Ruto family owns Nalitex or that it has a financial interest in the company.

A Kenya Gazette notice published in January 2009 identified Charles Tela Alusala, registration number 2157, at P.O. Box 7766-00200 Nairobi.

The notice recorded an ICPAK disciplinary finding against him following an inquiry into audit assignments for Latis Construction Company and Machakos Funeral Home.

The disciplinary case concerned failure to undertake the assignments after receiving professional fees of Sh85,000. The Council recommended that he be reprimanded.

Alusala remains a licensed accountant. The Institute of Certified Public Accountants of Kenya’s 2026 list of licensed firms identifies Tela Alusala & Company and names CPA Alusala Charles Tela, registration number P/1055.

Public professional profiles describe a career spanning decades.

A LinkedIn profile under Tela Alusala identifies Strathmore College as his educational institution and lists a CPA qualification dating from 1985 to 1995.

A separate professional profile lists him as an independent auditor from 1993, a director of Afrika Khula Limited from 2008 and a consultant at the National Audit Office between 2001 and 2003.

It also lists studies at Strathmore College, MMUST and the University of South Africa. Those educational and employment details should, however, be independently verified from the institutions before publication.
