The county administration has no regulations to guide the establishment of day care centres, the assembly has heard.
County Executive for Education James Mutugi told the assembly that the absence of such rules has led to the mushrooming of day care centres across the wards.
“Anyone can set up a centre anywhere, since there are no regulations. This will change when we present policies and regulations for approval by the assembly," said Mr Mutugi.
He also asked the assembly to allocate more funds to the Early Childhood Development Education (ECDE) programme.
“I have inspected all our ECDE facilities and to be honest, some are in a bad condition. Children risk falling into pit latrines or contracting diseases because of poor hygiene in those facilities," Mutugi said.
