Belio Kipsang moved from Education as Ruto appoints new PSs

President William Ruto has made changes to government, reassigning Principal Secretaries and nominating new PSs in a move aimed at strengthening economic and social development.

The changes, made through Executive Order No. 1 of 2025, include promotions, reassignments, and foreign service postings.

According to the Executive Office of the President, the restructuring seeks to advance the administration's Bottom-Up Economic Transformation Agenda (BETA) by tapping into emerging economic sectors and addressing social challenges.

In the Executive Office of the President, Amos Gathecha has been promoted from Public Service PS to deputy Head of the Public Service while Education PS Belio Kipsang as been reassigned to State Department for Immigration and Citizen Services.

Principal Secretary, State Department for Broadcasting and Telecommunications Edward Kisiang'ani has been appointed senior advisor and member of the President's Council of Economic Advisors.

The president has also nominated seven individuals for appointment as Principal Secretaries, subject to approval by Parliament. They include Jane Kare Imbunya for the State Department for Public Service and Human Capital Development and Regina Akoth Ombam for the State Department for Trade under the Ministry of Investments, Trade and Industry.

Cyrell Wagunda Odede has been nominated to oversee the State Department for Public Investments and Assets Management under the National Treasury and Economic Planning.

Caroline Wanjiru Karugu has been nominated as PS State Department for East African Community Affairs, while Dr Fredrick Ouma Oluga as PS for the State Department for Medical Services.

Ahmed Abdisalan Ibrahim has been nominated to head the State Department for National Government Coordination under the Office of the Prime Cabinet Secretary. Judith Naiyai Pareno has been proposed for the State Department for Justice, Human Rights and Constitutional Affairs.

The reorganisation follows approval by the Public Service Commission, with the president exercising his constitutional mandate to direct and coordinate government functions.

The appointments and nominations are expected to accelerate the implementation of key economic policies.

The Executive Office of the President stated that the restructuring aligns with the government's broader agenda of improving service delivery and enhancing governance structures.
