MPs recalled to discuss bills with August deadlines

The National Assembly will convene for a two-day special sitting next week to dispense Bills with constitutional deadlines.

Majority Leader Aden Duale  (Garissa MP) has petitioned Speaker Justin Muturi to recall MPs for the special session on Tuesday and Wednesday.

The Standing Orders provide that the House speaker may on the request of the Leader of Majority or minority party, appoint a day for a special sitting of the House.

According to Duale, the business to be transacted on the two days, will include the introduction of the Companies Bill (2015) and the Insolvency Bill (2015), the mediated version of the Environmental Management and Co-ordination (Amendment) Bill (2015).

Duale also wants the House to consider the Senate amendments to the various constitutional Bills that include Public Audit (2015), the Public Procurement and Asset Disposal (2014) and the Fair Administrative and Action (2015).

“The House will also get an opportunity to consider the Budget and Appropriations Committee report on the 2015/16 financial year in time for the budget highlights,” Duale said.

Treasury Cabinet Secretary Henry Rotich, is also expected to present the estimates on June 11, 2015 at a time there is an impasse on the Division of Revenue Bill, 2015, which shares revenue between the two levels of government.

Duale yesterday affirmed that the purpose of the sitting was crucial to facilitate the consideration of a number of Bills, some of which have the August 27, 2015 deadline.

National Assembly is on a month long recess.
