Raila Odinga gives IEBC nine fresh conditions – warns to boycott poll
Following the postponement of the meeting between IEBC officials and presidential candidates, NASA flag bearer Raila Odinga has insisted that the coalition will not accept to go into a repeat election with IEBC CEO Ezra Chiloba still in office.
These remarks were made by the ODM leader during a Kibra rally on 12 September 2017, where other NASA Co-principals were present.
The meeting between IEBC, Jubilee and NASA failed to take off since the NASA leaders started leaving, saying the Jubilee officials did not arrive on time. Another reason why the meeting was short lived was because the IEBC gave NASA an 8-page document that they say they had not discussed before and needed time to do so.
Raila, led NASA to dispute the August 8th presidential election, which was later nullified by the Supreme Court seven bench judge.
The Jubilee team arrived for the meeting led by DP William Ruto and Majority leader Aden Duale, moments after NASA officials had left. They apologised for having come late and said they were not informed in good time and had convened parliamentary group meeting.
Here are some of Raila Odinga’s demands /conditions to the IEBC
The first thing Raila wants to be done is the awarding of the ballot paper printing tender to another firm, not Al Ghurair. IEBC, however, insisted that they had a running contract with the Dubai-based firm and could not award the tender to anyone else.
Raila also requested that a fresh group of Returning Officers be appointed for all the constituencies (290) in preparedness for the October 7 poll.
The Orange Democratic Movement leader also demanded that the 11 IEBC officials NASA suspects had something to do with the malpractices done during the August 8th poll be removed.
Raila demanded re-organisation of the IEBC ICT infrastructure unit, which was responsible for result transmission from the polling stations to the National polling centre.
He also asked that during the October 17 polls, all political party agents and candidates be given full access to databases and logs.
At the Kibra rally famously nicknamed the ‘Kibra Declaration’, Raila asked that IEBC Chief Executive Officer Ezra Chiloba be removed from office, or risk NASA not participating in the repeat election.
Raila also asked the IEBC to obey the orders given by the Supreme Court and grant Read Only Access to all its servers.
