The government requires nearly Sh108 billion to implement comprehensive reforms within the police service, prisons, and National Youth Service (NYS) as recommended by the task force led by former Chief Justice David Maraga.

In a circular by Interior Principal Secretary Raymond Omollo, the reforms will be implemented over four years, from 2024 to 2028, in accordance with a strategic framework guiding the process.

"As Kenya moves forward, the success of these reforms will hinge on their effective implementation and the continued support and collaboration of all stakeholders," PS Omollo said.

The framework, developed in consultation with stakeholders, identifies four key areas of reforms including leadership within the three services, oversight and accountability, institutional capacity development and human resource management, and operational preparedness and logistical capability.

The Maraga-led task force made several recommendations to boost the functionality and service delivery of the National Police Service, the Prisons Service, and the NYS.
These recommendations include improvements in logistics, mobility, and equipment.

The report outlined a total of 598 reform; 271 for the National Police Service, 210 for the NYS, and 117 for the Prisons Service.
