Why most teachers may not be interested in State's housing plan

One of the key responsibilities of the government is to organise her citizens into realising decent livelihoods through creation of amenities that will guarantee basic social infrastructure such as hospitals, roads, schools and markets. This is realised through planning in various government sectors such as education, agriculture, trade, energy, finance, international co-operation and sports.

Planning provides a guide for action during a certain period. Plans can direct everyone's actions towards desired outcomes such as bettering the living standards of citizens and improving service delivery. Planning improves resource utilisation; it is against a plan that budgets are made and sources of funds identified. Plans provide motivation and commitment to work and service delivery. Plans set performance standards and allow flexibility for better results.
