There was drama at the Kisii County Assembly when members clashed as an impeachment motion against Deputy Governor Dr Robert Monda was tabled. [Sammy Omingo, Standard.

The sitting nearly turned into a fistfight as Members tried to flex their muscles on the floor of the house and outside the chambers.

The Standard has learned that the arrest of Monda's elder brother over family wrangles is among the three grounds in the impeachment motion against him.

It is alleged that on December 20, 2023, Monda deployed 20 County Officers under the supervision of the Sub County Administrator to arrest his elder brother Reuben Monda for cutting down trees at the family farm.

The motion claims the trees had been planted by Reuben.

Siocha, in his motion, claims that police handcuffed Reuben and was driven to Keumbu Police Station and later taken to Kisii Central Police Station where he was detained before later being taken to Kisii Teaching and Referral Hospital.

However, a section of the MCAs led by Minority Whip and Masimba Ward Rep Bouse Mairura walked out of the chambers in protest arguing the Assembly had already violated the process laid down in the tabling of the motion.

"The allegations raised in the motion are issues that can be solved by the village elders and Chiefs. The process here is a waste of time and public resources."

He said, "The mastermind of these theatrics will soon be unmasked. We are right back from recess and we are supposed to debate on matters of importance including the award of bursaries yet they can afford to table an impeachment motion as the first agenda."

According to Mairura, the time is up to call out on leaders using the Assembly for their selfish interests.

In the allegations, Monda is further accused of having received a Sh800,000 bribe which violates the Constitution.

The motion says the DG had received the money to confer a benefit for himself, money allegedly sent to him from one of the residents.

The money was to secure the sender a job at Gusii Water and Sanitation Company following a job vacancy allegedly advertised in April 2023.

"The Deputy Governor in an attempt to influence the process sent Sh100,000 via MPesa to the Managing Director Gusii Water Company," the Motion reads in part.

Nominated Senator Carren Magara supported the impeachment motion by seconding the grounds saying the DG had violated several Articles in the Constitution.

Monda who is set to appear at the assembly to defend himself against the allegations has kept a low profile for a couple of months now.

He has on several occasions skipped top county functions with word that he had crossed paths with his boss Governor Simba Arati.

Last week, Monda pointed out that the County was not headed in the right direction citing a lack of proper communication among top leadership.

"We need prayers, the Clergy have to come in. Leaders have spoken and it is in public knowledge that we need to come together as leaders and deliver what we had promised our people."
