Article 153, (2) of the Constitution of Kenya, 2010 clearly states that Cabinet Secretaries are accountable individually, and collectively, to the President for the exercise of their powers and performance of their functions. And that clearly states why Devolution CS Waiguru cannot run away from responsibility of the graft in her docket.
In as much article 155 (2) puts the administration of state departments under the Principal Secretaries, it is the duty of the CS to be not only responsible but also accountable for all the functions of their offices.
Perhaps Anne need be reminded that several leaders have always resigned when mentioned adversely over issues that border on discharging their duties. Egypt Transport Minister resigned after a train crash in 2009 and his Argentinian counterpart also resigned 2012 over another train crash in Buenos Aires, not because they were driving those trains at the time of those crashes but because their conscience could not allow them to remain in office.
Remember when Hon Ole Lenku and IG Kimaiyo were hounded out of office due to rampant insecurity in the country? It wasn’t because they never took up riffles and wore uniform to combat terrorists in the streets, it was purely because it was their mandate to secure the country which they failed. I hope you know that the Principal Secretary for Interior Monica Juma is still put so shall your Principal Secretaries be when you are gone because you are the one who failed to reign in on them.
Instead of putting up a spirited fight which she will soon lose in one way or the other, Waiguru should have done an honorable thing and resign which would save her all the public ridicule she is subjecting herself to. Insisting on staying put will only embarrass her further like it once happened to a once powerful Cabinet Minister Hon Kimunya, who once said ‘I rather die than resign’ and yet years later he is still alive despite resigning a few days later.
There is nothing so special about the CS that makes her adamant to resign even after her counterparts Hon Kamau, Hon Ngilu, the outspoken Hon Kazungu Kambi made an honorable decision to quite and pave way for investigations
