Isaack Hassan to take over as Ipoa chairperson

President William Ruto yesterday gazetteed the appointment of former Independent Electoral and Boundaries Commission (IEBC) chairperson Ahmed Issack Hassan to head the Independent Policing Oversight Authority (Ipoa) Board.

His appointment and other commissioners followed the approval by the National Assembly last month. He will succeed Anne Makori.

Hassan has in the recent past unsuccessfully applied to serve as a High Court and Court of Appeal judge.

He is an advocate of the High Court with 30 years’ experience as a legal practitioner and consultant in various countries.

Former Isiolo Women Rep Rehema Dida Jaldessa was gazette as the chairperson of the National Gender and Equality Commission while Micheal Mbithuka Nzomo was gazette to be a member of commission.

Former Starehe MP Charles Njagua Kanyi, alias Jaguar, and lawyer Dorothy Kimengech will be members of the Commission on Administrative Justice which will be headed by Charles Orinda Dulo, an advocate of the High Court who was among the founding members of Daystar University’s School of Law, where he served as a lecturer.

Kimengich had been appointed in the IEBC selection panel in 2021 by then-President Uhuru Kenyatta but after her appointment was revoked and her place taken by lawyer Morris Kimuli.

In a Gazette notice number 212, the President also appointed seven members to the IPOA Board: Annette Mbogo, (former Executive Director for Kituo cha Sheria) Kenwilliams Nyakomita, Ann Wanjiku Mwangi, Boniface Samati, John Muchiri Nyaga, Micah Nyakego, and Jackline Mwenesi.

Functions of the  IPOA include investigating deaths and injuries caused by police action,investigating police misconduct , and monitoring, reviewing, and auditing investigations and action by the Internal Affairs Unit of the police.
