‘Crazy Monday’ survives House fury over photo

House Speaker Kenneth Marende reprimanded The Standard for publishing a picture of women MPs’ legs.

In a ruling sought by Wajir North MP Hussein Gabow, last week, Marende termed publication of the picture "an abuse of the privilege bestowed upon the Fourth Estate to cover parliamentary proceedings."

Last week, Parliament temporarily suspended debate on the Proposed Constitution to discuss the picture carried in the Crazy Monday pullout of March 22.

The Speaker said the picture went outside the domain of fair coverage.

"It was a lapse rather than editorial policy of the Standard Group. I want the newspaper to enjoy this benefit of the doubt," said Marende.

But he also acknowledged a clarification carried in this week’s issue, saying the picture was on a light touch and was not meant to disparage the character of the members.

Kisumu Town West MP Olago Aluoch, while referring to the Monday issue, which had men’s legs and calling on the readers to identify the owners, insisted it was "meant to test the ruling of the Speaker".

But Marende said this time the "feet are covered" and the picture was taken outside Parliament.

Attorney General Amos Wako challenged the Speaker on emphasising on the covering of legs, asking if it would be in order if he were to enter the House wearing a Scottish kilt.

"I have handled the matter with a lot of seriousness. It goes to the integrity of this House. The Speaker does not make rulings on presumptions. Please (let) the AG refrain from making such statements," he replied.
