Burden of proof

When an individual is suspected of corruption, they are guilty until they produce evidence to the contrary. This will prevent situations where the burden of proof rests with the prosecution, which often finds its hands tied for reasons beyond its control.

It would also be necessary for a law to be enacted that requires anybody seeking public office to present a clearance certificate from the Kenya Revenue Authority (KRA).

The KRA would have the individual’s tax history and a list of their property. If this person then amassed wealth dubiously, they could be investigated.
