A fresh row has erupted between the residents of Kisumu side of the planned construction of Koru/Soin dam project and the county government of Kisumu. 

The residents decry that they have not been involved in the deliberations towards construction of the multipurpose water reservoir. 

The project was has been under the works since 1992 was supposed to, among other things, control flooding in lower Nyando.
