Senator Sifuna demands treasury explanation over Sh64 billion capitation arrears

Nairobi Senator Edwin Sifuna wants the National Treasury to tell Kenyans why it has failed to release capitation funds currently amounting to Sh 64 billion in arrears.

This is despite the urgent cash flow challenges facing public schools across the country.

Sifuna in a statement before the Senate wondered whether there was a long-term strategy in place to prevent delays in the disbursement of capitation and ensure continuous funding for school operations, infrastructure and payment of suppliers.

The Nairobi Senator wants the house to be told of the safeguards being implemented to protect school principals and management from potential legal and financial liabilities due to unpaid suppliers and increasing pressure from other stakeholders.

“I rise pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on Education regarding the delay and failure to remit capitation funds to public schools currently amounting to Sh 64 billion in arrears,” said Sifuna.

Nominated Senator Esther Okenyuri said that the delayed capitation to schools has made Heads of schools to have a very hard time stating that they are not going to expect heads of schools to use their own money to run the school

“I want to implore the Government that we prioritize sending capitation to schools, so that heads of schools can pay support staff money and provide food for the students so that we can keep our students in school,” said Okenyuri.

 Nominated Senator Beatrice Ogolla said that the funds need to be disbursed in time if we want success and our students to learn in time with the schools only being efficient and effective if some of these funds are disbursed within the stipulated period.

“Schools use part of this money to pay certain teachers where there are shortages with some of this funding used to build some of the infrastructure such as the laboratories where the children learn, if expected if the Government does not invest in these schools,” said Ogolla.
