He said that the gangs planned to storm State House, Parliament and Judiciary.
The CS said this forced the government to call the KDF out of the barracks to defend the country.
Speaking at a fundraiser at Daba Village in Tana River County, Duale said the army came out of the barracks after it was clear that the plan was to invade and destroy critical government infrastructures across the country.
"We shall not allow criminal gangs like Mungiki to reassemble and those leaders who think they can destabilise President William Ruto's government should wait until the next elections," said Duale.
Duale was accompanied by Marsabit Governor Mahmud Ali, Garsen MP Ali Wario, former Interior CAS Hussein Dado, and other leaders.
