Jail Ukur Yatani for going against law: Oparanya

Kakamega Governor Wycliffe Oparanya has accused Treasury CS Ukur Yatani of failing to release budgetary allocation to counties on time, thereby crippling their activities.

Mr Oparanya, speaking on a show on Citizen TV on Tuesday, claimed counties had not received their allocation for the last six months. 

During the show, also attended by Kiambu Governor James Nyoro, Oparanya termed the delays deliberate attempts by some people in the Jubilee administration to scuttle devolution.

He said Mr Yatani ought to be jailed for violating the Public Finance Management Act, which provides for the effective management of public finances by the national and county governments.

He said the CS had also variolated an earlier court ruling which directed the Treasury to ensure shared revenue is released to counties by the 15th of every month.

“The CS has failed. He should be in jail for going against the court ruling,” said Oparanya.

He said they would be forced to shut down counties due to lack of funds.
