Busia County Woman Representative Florence Mutua’s Sex Offences Bill that will see rape victims compensated by perpetrators will indeed help to curb rape incidences in the country.

The Bill, which proposes the establishment of a task force in police posts specifically to handle sexual offences, is an indication that victims will get better attention.

However, it will be wise if a clause in the Bill that renders ‘having any contact with another persons’ private parts’ a crime is amended. This is because the section can easily be misused.
