NAIROBI, KENYA: Chinese wanted in Uganda over a Sh200 million debt has come out and declared he is not on the run.
Mr Guo Dong said on Tuesday that he is in Kenya as a free man and an investor blaming his business rivals for bad publicity.
“It is true I took a loan from Barclays Bank in Uganda which ended up in court but I am servicing it. All these other wars are being sponsored by my Chinese rivals who are trying to use unorthodox means,” he said.
Dong said he had visited CID headquarters in Nairobi after learning he could be a wanted man but the officers there told him the matter in question is civil and not criminal.
“I saw a senior officer at CID and he told me I am free now because the matter in question is not criminal at all. I am an investor in the region,” said Dong at a press briefing in Nairobi.
He added his colleague Jing Hong is still in Uganda where he is managing a ginnery.
“I am the chairman of the Uganda Chamber of Commerce and we have many members. If there is any problem I am ready to face it.”
Detectives at the CID headquarters, Nairobi had said they had been asked by their Ugandan counterparts to look for the two, arrest them and hand them back to Uganda.
The move followed a claim in court the two had through Jinda International Textiles Corporation Ltd obtained a loan of US$2.4 million from the bank.
Court documents in our possession show Barclays moved to court in 2009 and successfully obtained orders to recover the money from the two.
“Subsequently, Barclays Bank of Uganda Ltd filed another suit that is High Court civil suit number 35/2009 against the defendants seeking recovery of the money based on the Defendant's guarantee to the aforementioned Jinda international textiles Corporation Ltd pursuant to the same credit facility transaction,” reads part of the documents.
But Gong said the issue is civil and not criminal.
