Machakos MCAs plot to oust Speaker

Machakos County Assembly Speaker Ann Kiusya is staring at an impeachment after 33 Members of County Assembly appended their signatures in support of her ouster.

In a notice of Motion drafted by majority leader, Nicholas Nzioka who is also the Ward representative for Machakos Central, the MCAs alleged incidences of gross violation of the Constitution, gross misconduct and incompetence as the grounds for kicking her out of office.

Specifically, the MCAs have taken issue with how Ms Kiusya handled the plenary sitting on March 12, 2025 in which the House discussed a report on the recruitment of the fourth and fifth members of the County Assembly Public Service Board.

According to Nzioka, the Speaker misled the House by adopting the report without a quorum.

“Based on parliamentary practice and tradition, committees of the board must first file their reports with the board which then if and when necessary submits them to the assembly. Adopting a report without a quorum of the Board constitutes pure incompetence and a gross violation of the County Assembly Services Act,” the Majority Leader said.

The MCAs have also accused the Speaker of irregular hiring of one of the staff members of the county assembly.

“The vacancy was not advertised in violation of Article 232 of the Constitution which mandates fair competition and merit-based public appointments. Additionally, this appointment was neither deliberated upon nor approved by the Board,” reads part of the notice of Motion.

The Ward representatives are also seeking answers from Ms Kiusya regarding allegations that using county government funds, she abused her office by facilitating her daughter to a trip to the United Arab Emirates and the United Kingdom without justification or public interest.

“Air tickets for this trip were procured and facilitated by the County Assembly. In the approved requisition for air tickets, the Speaker was meant to be facilitated in the Business class category but she interfered with the issuance of the air tickets to include her daughter and both traveled using economy class,” the document seen by The Standard further reads.
