The first-term governor said this could derail project implementation in the current financial year.
"The projects, especially on water and health, are there, yet we don't have money for them because the allocations were diverted," said Kihika.
She assured Nakuru residents that her administration would complete the projects before embarking on new ones.
"I have already informed my people that we shall not be starting new projects before completing old ones. It doesn't make sense to start new projects at the moment," she said.
