Twenty-one staff have quit the Red Cross or been fired over a new sex shame.
Two more facing investigation for alleged sexual misconduct did not have contracts renewed.
Red Cross director general Yves Daccord said he was “deeply saddened” to report the cases dating back to 2015.
He said: “This behaviour is a betrayal of the people and the communities we are there to serve.It is against human dignity and we should have been more vigilant in preventing this.”
The Swiss-based charity is the latest organisation to admit to misconduct among its workers following the outcry sparked by the Oxfam sex scandal.

Children’s charity Plan International admitted six cases of sex abuse and exploitation against children in July 2016 and June 2017.
It has emerged that Oxfam covered up sex misconduct claims in Haiti. Senior staff, part of an international response to the 2010 earthquake, allegedly used prostitutes.
Haiti has suspended Oxfam GB from operating in the country.
