Recruitment of top civil servants is an important process
because these are the people who make decisions that affect the future of the
country. That is why the law has provided the procedure for hiring them.
But it is sad that some Cabinet secretaries are contravening
these provisions. In some cases, they come up with their own requirements for
certain jobs and as such, we have ended up with people who cannot deliver being
given jobs. The Public Service Commission must come in strongly to ensure only
the best suited are hired. It should follow up on the process to ensure the law
is followed.
