Water Minister Charity Ngilu’s son-in-law, an Assistant minister's husband and seven others have denied Sh26 million fraud charges.

They were accused of conspiring to defraud Irrigation Ministry of Sh26.4 million, on diverse dates between January 2009 and September 2010.

They included Water minister Charity Ngilu's son-in-law Billy Indeche and Tourism assistant minister Cecily Mbarire's husband Dennis Apaa.

Others are Samuel Aluoch Otieno, Robert Mati, Joseph Mucuku, Mwagambo Mwangombe, Lawrence Simitu and Isaiah Amwanzo Benjamin.

They all denied the charge before Principal Magistrate Lucy Nyambura, on Friday and were released on bond.

Mr Apaa, Indeche, Amwanzo and Aluoch were each released on a Sh2 million bond or cash bail of Sh1 million.

The rest were each released on Sh1 million bond. The case will be mentioned on October 14.

Indeche and Apaa are associated with Broad Vision Utilities, a company that has been under investigations over fraud allegations at the Water Ministry.

Their prosecution was recommended by the Ethics and Anti-Corruption Commission (EACC) and approved by the Director of Public Prosecutions, Keriako Tobiko early this week.

The DPP also instructed the EACC to carry out further investigations against Ngilu over related corruption allegations.

Tobiko said the evidence produced by the EACC was not sufficient to put her on trial.

It also emerged the DPP recommended further investigations on another cabinet minister in the same scandal.
