Since its inception, the National Government Constituency Development Fund (NG-CDF) has proven a vital instrument in promoting sustainable development.
This fund also exemplifies a bottom-up and social-economic approach, fostering progress and prosperity across the country.
Many regions have witnessed improved school and road infrastructures thanks to NG-CDF, which has become the cornerstone of grassroots development, empowering local communities to identify and address their specific needs.
Benefits of NG-CDF far outweigh the ongoing debate about whether the fund should be managed by the devolved units. This argument is misplaced, as the NG-CDF plays a unique and essential role in our nation's development, and it is not about leaders seeking more resources under their control.
Since its introduction in 2003 by former Ol Kalau MP Muriuki Karue during the late President Mwai Kibaki tenure, the NG-CDF has transformed countless lives.
Education, a critical pillar of development, has greatly benefited from this fund. It has supported numerous needy students through bursaries, enabling access to quality education and uplifting their aspirations.
Reverting the fund to governors could jeopardise the support these students currently receive, and it is essential to preserve these opportunities for young generation.
Decentralisation of power ensures resources are directed to where they are most needed, as elected representatives better understand the unique needs of their communities. MPs should engage in meaningful deliberations leading to embedding the funds into the Constitution to regularise their availability.
Furthermore, NG-CDF has fostered transparency and accountability in public spending. Lawmakers are required to involve the public in project selection, enhancing a sense of ownership and responsibility among constituents. The engagement of locals in decision-making ensures that projects align with their genuine aspirations.
The fund has had positive impacts across various sectors, including education, healthcare, infrastructure and social welfare. Schools have been renovated, medical facilities upgraded, and roads constructed or repaired, improving the quality of life for our constituents and creating a conducive environment for economic growth.
NG-CDF has also played a vital role in fostering community cohesion by encouraging collaboration and mutual understanding among diverse stakeholders. By bridging the gap between citizens and their elected representatives, the fund has strengthened trust in the democratic process.
While celebrating the achievements of NG-CDF, it is crucial to remain vigilant in addressing challenges that may arise. Ensuring efficient use of funds and effective project implementation should be a priority. Members of the National Assembly took an oath of office and committed to diligently serve the people. Perhaps, it's time to revisit the NG-CDF of 2015 and define clear modalities of operating the fund.
