Former Machakos Senator Johnston Muthama (pictured) has alleged a plot to use the Building Bridges Initiative (BBI) to push through constitutional changes to create a transition period that extends the term of government.

Mr Muthama claimed the ongoing BBI campaigns would lead to proposals to create additional posts, including that of an executive prime minister, and a clause to extend the terms by seven years of all leaders, including the president, governors, MPs and MCAs.

He claimed that was why governors are supporting BBI.

Muthama spoke as a new list purporting to show the proposed new structure of government circulated online. Apart from the posts of president, deputy president and governors, it detailed posts of two deputy prime ministers and 12 regional governors.

He said the BBI report was shrouded in secrecy and wondered why it was being subjected to public meetings. Muthama was speaking during the burial of the father-in-law of Phillip Kaloki, the Kenya Medical Training Colleges chair, in Makueni County.

Not consulted

Muthama also accused Wiper leader Kalonzo Musyoka of joining the government without a proper plan, saying the former vice president does gets consulted on ongoing BBI politics, and goes along with what has been discussed and passed.

“I have been telling him (Kalonzo) that we will not support the report (if) we’re not involved in its making. The Kamba community will not accept a raw deal, and if the doors are not be opened, then we will not accept those ideas,” he said.

Muthama said BBI was dividing Kenyans further: “Before BBI, Kenyans were divided into political parties - Jubilee and Nasa. But after BBI, Jubilee has been divided further into Tangatanga and Kieleweke, while Nasa has seen Wiper party, ANC, ODM, Ford Kenya go their own way, and none of these party leaders is concerned about each other.”

He further said there was discrimination in BBI forums, citing the recent disruption of Malindi MP Aisha Jumwa’s press conference.
