Western leaders now want a powerful Prime Minister post be included in the Building Bridges Initiative (BBI) report.
In a resolution read by Vihiga Governor Wilber Otichilo at Bukhungu Stadium in Kakamega, the leaders who said they support BBI want the executive expanded to provide for a powerful Prime Minister slot with two deputies.
They also want functions of the President and PM be spelt out distinctively.
"We want an expanded executive with powerful Prime Minister and two deputies," said Otichilo.
To salvage the ailing agriculture sector, with attention to sugar and maize by creating a special fund to revive the sector.
On Devolution, the leaders want 45 per cent of audited national revenue to counties be given to counties establish regional bloc.
They also propose that oversight at the County Assembly and also to ensure that oversight at the county level is exclusively the role of County Assembly.
They also want the BBI to establish Ward fund and a legal framework be developed to oversee the implementation of the same.
On corruption, they say the BBI should ensure that election theft is considered an economic crime just like other graft offences.
“BBI must create a legal framework to ensure the process of electing leaders is not tampered with,” read the resolution.
They also propose that EACC be given prosecutorial powers to strengthen the fight against corruption.
According to Otichilo, the resolution has been signed by all elected leaders from MCAs to governors.
