Two suspects were arraigned at a Milimani court in connection to terrorism.

Osman Noor (pictured) and Opaka Osore were arrested separately in Nairobi and brought before the court as the police sought custodial orders pending taking plea.

According to an affidavit sworn by police constable Benson Chege and presented by State prosecutor Harrison Kiarie, Noor was arrested on January 8 around Sarit Centre.

"Your honour at the time of arrest, Noor did not have any identification document and it is suspected that he was surveying for the purpose of committing a terrorist act contrary to Section 29 of Prevention of Terrorism Act 2012," Kiarie said.

Kiarie told the court that at the time of his arrest, Noor had a mobile phone, which is being subjected to forensic examination to obtain reports crucial to the ongoing investigations.

He said Noor had no permanent place of abode and, therefore, was a serious flight risk. He said the suspect had been living in a hotel in Eastleigh for the past one year and he had no formal employment, casting doubt on his character.

Meanwhile, police said in an affidavit that Opaka Osore was arrested on Kirinyaga Road on suspicion of planning and providing logistical support in preparation to conducting terror activities in the country.
