Mwea residents have petitioned Director of Public Prosecutions Keriako Tobiko to intervene in a case in which a DC has been accused of assault.
Through their MP Peter Gitau, they have written to Tobiko seeking to have Mwea East DC Kula Hache prosecuted for allegedly assaulting a schoolboy.
They accused police of failing to take action on the case.
In his letter to the DPP, the MP has enclosed a copy of P3 form in which he wants appropriate action taken against the administrator.
It reads in part: “Attached is a copy of medical report of a Standard Seven pupil of Ngurubani Primary School aged 13 who was assaulted by DC, Mwea East District for your perusal and action.”
school land
The letter is also copied to PS Internal Security, Public Complaints Committee and Kenya National Commission on Human Rights.
The administrator allegedly assaulted the minor on April 18, when pupils from Ngurubani primary held a peaceful demonstration against alleged grabbing of their school land.
The boy was in a group of 800 primary school pupils and their parents. They stormed the DC’s offices accusing her of failing to stop the alleged grabbing of 25 -acre plot belonging to the school. The pupil was examined at Kerugoya District Hospital after the incident and the P3 form filled on April 28.
According to the medical report, the DC slapped the boy violently on the left cheek and held him roughly on the head, leading to dizziness and headache.
independent investigations
Central PC Kiplimo Rugut when asked to comment on the incident said the matter was under investigations. In Mwea, the public is demanding that the administrator be arrested and charged with assault.
They added the DC should be interdicted to facilitate proper and independent investigations.
The boy’s family has also engaged a lawyer who has written to Mwea OCPD demanding an update of the matter.
The lawyer notified the police of intent to institute private prosecution unless action is taken urgently.
The row between the school, the alleged grabber and Kirinyaga County Council, which allocated the land to the institution is still unresolved.
The administrator, has however, denied that she assaulted the boy and accused him and the demonstrators of lying.
