President Uhuru Kenyatta signs fertilisers bill into law

NAIROBI: President Uhuru Kenyatta at State House Nairobi yesterday assented to three key bills, two of which are aimed at enhancing Kenya's security co-operation with other countries.

The President signed the Transfer of Prisoners Act 2015, the Prohibition of Anti-Personnel Mines Act 2015 and the Fertilisers and Animal Foodstuffs (Amendment) Act 2015.

The Transfer of Prisoners Act will facilitate the transfer of prisoners between Kenya and countries which it has entered into agreements with. This will enable prisoners to serve their sentences in their home countries or in countries with which they have community ties. The Prohibition of Anti-Personnel Mines Act outlaws the use, stockpiling, production and transfer of anti-personnel mines and their destruction in accordance with the Ottawa convention.

The purpose of this Act is to implement Kenya's obligations under the convention.

The Act ensures that the State is bound to take action on any person who violates the law. Offenders will be fined Sh500,000 or be jailed for two years or both.

The Fertilisers and Animal Foodstuffs Amendment Act is aimed at establishing a board to regulate the fertilisers and animal foodstuffs industry in Kenya.

It will also regulate the production, manufacture, packaging, importation and marketing of fertilisers and animal foodstuffs.
