Education Cabinet Secretary Jacob Kaimenyi directs action against schools offering holiday tuition

The Ministry of Education has directed all county directors to take stern action against all public schools subjecting learners to holiday tuition.

Those who will be found contravening the law risk conviction and face a fine not exceeding Sh100,000 or a year in jail.

In a letter dated July 27, schools conducting tuition are contravening Section 37 of Basic Education Act, 2012.

“There are reports that holiday tuition has been going on in some primary and secondary schools,” the letter reads in part. The county directors will, among other directives, ensure no schools, without exception, under their jurisdiction conduct holiday tuition.

Education Cabinet secretary Jacob Kaimenyi was earlier quoted warning that schools that offer tuition during the holidays are committing a gross abuse of rights of children, under the Constitution and relevant policies.

“Tuition outside school hours and during holidays ceased to be remedial and has been turned into a commercial enterprise through which teachers earn illegal income,” the letter reads

The ministry also asked the directors  to ensure that schools also complied with the policy, particularly that relating to school buses and other transport facilities.

Prof Kaimenyi said the move will help the public change their attitude towards technical and vocational education, saying industrial education was important in creating employment and to meet the needs of the economy.
