Warrant of arrest issued for Interior PS

The High Court has issued a warrant of arrest against Interior Principal Secretary Monica Juma.

Judge Weldon Korir ordered the PS to show cause why former Nakuru Mayor Herman Nderi has not been paid Sh4.5 million compensation awarded to him about three years ago.

On June 17 last year, the judge ordered the then Interior Principal Secretary Mutea Iringo to pay the former mayor the stated amount. Yesterday, Mr Korir adjourned the hearing of Nderi’s case until June 24, when Ms Juma is expected to appear and explain why the compensation has not been paid.

Korir issued orders directing that the politician be paid after being awarded damages in a suit in which he sued the Government.

Nderi sued the State for torture by prison officers following his arrest on charges of plotting to topple former President Daniel Moi’s government. He was awarded Sh3.5 million by Justice Isaac Lenaola on August 2, 2012, an amount that rose to Sh 4.1 million by 2013.

Korir further noted that a year later, the PS was yet to remit payment or explain the non-compliance. Nderi also sought to have the PS committed to civil jail if payment was not made in 14 days, which the court declined.

Nderi told the court he was arrested by Special Branch police officers in Nakuru on December 30, 1986. He was taken to the infamous Nyayo House where he said he was interrogated and tortured for almost a month.

The retired police officer told the court he was threatened with death and detention without trial, and was forced to admit to having taken an oath to overthrow former President Moi’s government.
