NPSC Chair Johnstone Kavuludi, 4 commissioners survive axe

National Police Service Commission Chairman Johnstone Kavuludi

A parliamentary committee has dismissed a petition seeking to send home National Police Service Commission Chairman Johnstone Kavuludi and four other commissioners.

The National Assembly's Committee on Administration and National Security said the petition by residents of Bura constituency failed to meet the threshold prescribed in the Constitution.

The petitioners wanted Kavuludi and commissioners Ronald Musengi, Murshid Mohammed, Shadrack Muiu and Mary Auma removed for what they described as "serious violations of the Constitution."

The petitioners also accused the officials of gross misconduct and incompetence especially in the on-going vetting of police officers.

They also alleged gender and regional disparities in the promotion of police officers. But the MPs said the petitioners had failed to back their allegations.

"The petition has failed to disclose sufficient and credible grounds for the removal of the five commissioners," said the MPs in their report.

In a report tabled Thursday in the House by Committee Chairman Asman Kamama, the MPs also asked the president to ensure the two vacancies in the commission are filled. The vacancies arose following the death of Esther Chui-Colombini and after Major (Rtd) Shadrack Muiu, became indisposed.
