Mvurya restructures Kwale county government

KWALE COUNTY: Governor Salim Mvurya has made changes in his administration to improve co-ordination among staff and service delivery to residents.

In a statement to newsrooms yesterday, the governor quoted Executive Order No. 2/2014, which gives him powers to rename and restructure departments and make changes he said were in line with the county’s development agenda and aspirations.

The new structures follow an executive committee meeting that was held recently in which Mr Mvurya warned his officers that laxity and corruption would not be tolerated.

“We must have zero tolerance towards laxity and corruption, and no officer will be allowed to be a stumbling block to realising the dreams and aspirations of the residents,” he said.

According to the changes, Deputy Governor Fatuma Achani has received additional roles.

Ms Achani, who was initially in charge of Infrastructure in an acting capacity, will now be oversee Administration and Public Service.

“The deputy governor’s chief officer for Public Service and Administration is now Nurrein Mwatsahu,” read the statement.

Ms Mwatsahu previously worked in the Department of Devolved Units and this arrangement will also see all sub-county and ward administrators transferred to the Office of the Deputy Governor.

Also to be affected are the Trade, Industry and Investment, and Tourism and ICT dockets.

VACANT POSITION

Trade has been renamed Trade and Co-operative Development. Safina Kwekwe is still the executive in charge and Ramadhan Bungale is her chief officer.

The Investment department has been transferred to Adan Sheikh’s new Department of Tourism, Investment and ICT. The chief officer’s position remains vacant as potential candidates are yet to be vetted.

Infrastructure, which was held by the deputy governor, now goes to Executive Hemed Mwabudzo, previously of Devolved Units and who will now head Water Services, Infrastructure Development and Public Works.

“Mwabudzo will have two chief officers. Musyoki Munyao will be in charge of Water Services and a new chief officer for Infrastructure and Public Works will be recruited,” read the statement.

CHIEF OFFICER

Other dockets remain intact including the one held by Martin Mwaro as head of County Public Service and Secretary to the executive.

Other departments are Finance and Economic Planning held by Executive Bakari Sebe, with Alex Onduko as his chief officer.

Education, Research and Human Resource Development still has Mangale Munga Ndegwa as the executive and Mishi Nashili as the chief officer.

Joanne Nduku remains the Agriculture, Livestock and Fisheries executive and Hamisi Dzila her chief officer.

Medical and Public Health Services is still under Athuman Chiguzo although a chief officer is yet to be appointed, while Land, Physical Planning and Natural Resources has Ali Juma Mafimbo as the executive and Mohamed Pakia as the chief officer.

Talent Management has been added to the Community Development and Culture docket to be headed by Patrick Mtsami and Chief Officer Sylvia Chidodo.
